eloqsd fails on Windows with the error message:
getpeername failed. [10038] Socket operation on non-socket
Problem may be caused by a virus scanner/firewall product
that installed its own (incompatible) version of the
winsock system component.
Background:
eloqsd on Windows relies on sockets could be passed
to child processes. The winsock dll provided by the
virus scanner/firewall product did not correctly handle this.
